(The Center Square) – Several bills strengthening protections for sex crime victims and penalties for perpetrators nearly unanimously passed the legislature and are headed to the governor for his signature.
HB 3073, filed by state Rep. Donna Howard, D-Austin, amends the state penal code addressing sexual assault to explicitly define consensual sex. It was carried in the Senate by Sen. Angela Paxton, R-McKinney. It passed the House earlier this month, passed the Senate this week with amended text, and passed the House nearly unanimously again on Friday with amended changes. It heads to the governor’s desk.
Once the governor signs it, Texas will be the first state in the U.S. to have an explicit legal definition of sexual consent. In addition to other provisions, added language stipulates that sexual assault occurs without the consent of the other person when “the other person has not consented and the actor knows the other person is unconscious or physically unable to resist;” when the other person “has not consented and the actor knows the other person is unaware that the sexual assault is occurring;” or “is intoxicated or impaired by any substance to the extent that the other person is incapable of consenting.”
The bill is named after activist Summer Willis, founder of Strength Through Strides. Willis ran 29 marathons in one year to meet and uplift sexual assault survivors. In February, she crawled the Austin half-marathon and state lawmakers joined her at the finish line.
“I crawled the Austin half marathon in February for a world record attempt to begin raising awareness about the bill, that’s when it was named after me by the politicians who joined to cross the finish line with me,” she said. “Our bill got voted out on the final day, in the final hour. I’m excited about our story of hope and fight for survivors.”
Another bill heading to Abbott’s desk is SB 835, filed by Paxton, the companion bill to HB 748, filed by state Rep. Jeff Leach, R-Plano. Known as Trey’s Law, it amends state law to prevent perpetrators or institutions involved with child sexual abuse from creating and engaging the victim in nondisclosure agreements (NDA) as a part of a lawsuit settlement.
It’s named after Trey Carlock, who was sexually abused by a former camp counselor in Branson, Missouri, and later took his own life. Carlock “experienced severe mental health problems after enduring years of sexual abuse and was coerced into signing an NDA, are further prohibited from speaking out about their abuse or discovery in a settled case,” the bill analysis states.
The federal Speak Out Act of 2022 prohibits the use of NDAs for adult cases of sexual harassment and assault in the workplace. Trey’s Law ensures that child sex abuse survivors are no longer silenced by NDAs, Leach argues. Passage in Texas marks “a major victory for victims and survivors of sexual abuse” and delivers “a blow to their perpetrators hiding in the shadows,” Leach said.
“Texas it’s taking a long overdue stand against the cover up of sexual abuse and the silencing of victims. For too long, powerful institutions have escaped public accountability” while survivors and their families were left to suffer in silence, he added. “This law ends that practice and changes the public policy of the state forever. In doing so, we have sent a clear message: if you abuse a fellow Texan or if you harbor or assist an abuser at the expense of the victim, you will be held to account.”
SB 1621, filed by state Sen. Joan Huffman, R-Houston, is also heading to Abbott’s desk. It was filed to bring Texas’ child pornography statutes up to date to address deepfake technology and artificial intelligence being used to create sexually explicit visual material of a person or a likeness of a person, including children, Huffman’s bill analysis states.
State Rep. Caroline Fairly, R-Amarillo, carried the bill in the House. It passed unanimously in the House and Senate.
It amends state penal code by creating a new offense for computer generated child pornography, including material containing a visual depiction of a computer-generated child engaging in sexual conduct.
Offenses range between first- and third-degree felonies. Penalties for possessing child pornography carry a sentence of between 25 years and life in prison; penalties for promoting child pornography carry a minimum sentence of 15 years; penalties for promoting computer-generated child porn carry a minimum sentence of 10 years, all depending on a range of factors, according to the bill language.

Good morning, and welcome to a new month! I hope that this post reaches you in good cheer, good health, and that you’re weathering 2020 well. :)
We've been busy the last month, and there's whole range of new maps, tokens, and resources coming soon to the site. Want to peek into the future? Please, be my guest...
November has been a blast. At the start of the month I treated myself to some new art supplies and upgraded my pens and paper (and even added some watercolor to my repertoire) and it has made drawing all the more fun. The maps and assets flowed especially easily, and I’m eager now to keep on drawing as soon as I’m done typing!
We spent last month laying the groundwork for a Christmas-themed collaboration between Troy, the Token Team, and myself. Well, Christmas with a desert spin, anyway! Troy and I dwell in Australia and celebrate Christmas each year in the heat of summer, and we want to share that experience with you with a strange tale involving Krampus and a vast desert… We will be elaborating more on Thursday.
Our new and improved Token Editor is also progressing nicely! Not only did David and Austin inject 152 new tokens into it last month, but Reuben has created a new, solid foundation of code on which we’re going to build a whole list of features such as color palettes, weapon and accessory addons, and more. You can follow our progress more closely on Patreon, otherwise it won’t be long until we launch it here too.
So what will I be working on this December? Seeing as my contribution to the Christmas project is done, I’m going to spend my time getting back to the basics. I’ve realized that my art style has evolved a lot in the years I’ve spent working on the 2-Minute Tabletop library and, frankly, it’s time some of those old assets get a remaster!
As usual, I want to balance basic and bizarre, so I’ll be releasing equal parts of useful-to-everyone and probably-a-one-shot material, much like the Desert Map Assets are useful to most campaign settings whereas the Krampus Encounter Assets demand some more creative worldbuilding.
Are there any themes you would like me to revisit in particular? Right now I’m drawn towards forests, camps, caravans, and ruins, but am yet to fully decide. Let me know what’s on your mind below and I’ll add it to my ponder-list!

Rash of mass shootings stirs US fears heading into summer (AP) Two people were killed and at least 30 others wounded in mass shootings overnight in three states, authorities said Saturday, stoking concerns that a spike in U.S. gun violence could continue into summer as coronavirus restrictions ease and more people are free to socialize. The attacks took place late Friday or early Saturday in the Texas capital of Austin, Chicago and Savannah, Georgia. In Austin, authorities said they arrested one of two male suspects and were searching for the other after a shooting early Saturday on a crowded pedestrian-only street packed with bars and restaurants. Fourteen people were wounded, including two critically, in the gunfire, which the city’s interim police chief said is believed to have started as a dispute between two parties. In Chicago, a woman was killed and nine other people were wounded when two men opened fire on a group standing on a sidewalk in the Chatham neighborhood on the city’s South Side. In the south Georgia city of Savannah, police said one man was killed and seven other people were wounded in a mass shooting Friday evening.
Summer camps return but with fewer campers and counselors (AP) Overnight summer camps will be allowed in all 50 states this season, but COVID-19 rules and a pandemic labor crunch mean that many fewer young campers will attend, and those who do will have to observe coronavirus precautions for the second consecutive year. “Camp might look a little different, but camp is going to look a lot better in 2021 than it did in 2020, when it didn’t happen,” said Matt Norman of Atlanta, who is getting ready to send his 12-year-old daughter to camp. Even though most camps will be open, reduced capacity necessitated by COVID-19 restrictions and the labor shortage will keep numbers well below a normal threshold of about 26 million summer campers, said Tom Rosenberg of the American Camp Association.
Mexico says COVID-19 has affected a fourth of its population (Reuters) About a quarter of Mexico’s 126 million people are estimated to have been infected with the coronavirus, the health ministry said on Friday, far more than the country’s confirmed infections. The 2020 National Health and Nutrition Survey (Ensanut) showed that about 31.1 million people have had the virus, the ministry said in a statement, citing Tonatiuh Barrientos, an official at the National Institute of Public Health. According to Barrientos, not all of the people in the survey’s estimate necessarily showed symptoms. The survey was based on interviews with people at 13,910 households between Aug. 17 and Nov. 14 last year, and confirmed preliminary results released in December.
Peru on edge as electoral board reviews result of disputed presidential election (Guardian) Peru was on a knife-edge on Friday as its electoral board reviewed ballots cast in the presidential election, after a challenge to the tally by the losing candidate Keiko Fujimori. The final tally gave the leftist teacher Pedro Castillo a razor-thin 50.17% to 49.83% advantage over his rightwing rival Fujimori, which amounts to about 60,000 votes. However, the country’s electoral authority has yet to confirm the win, and Fujimori, the scion of a controversial political dynasty, has refused to concede. She alleges fraud, even though national and international observers said the vote was clean, and has called for up to 500,000 votes to be nullified or reexamined, forcing the electoral board to conduct a review of ballots.
For Cornwall, G7 summit brings disruption (AP) Towering steel fences, masses of police, protests on the beach: The Cornish seaside’s turquoise waters and white sandy beaches are looking decidedly less idyllic this week as leaders of the Group of Seven wealthy democracies descend for a summit. U.S. President Joe Biden and leaders from Canada, France, Germany, Italy and Japan are arriving for three days of talks starting Friday at the tiny village of Carbis Bay, near St. Ives in Cornwall. The region is a popular holiday destination in the southwestern tip of England. Locals may be used to crowds and traffic jams during the peak summer tourist season, but the disruptions caused by the summit are on another level. A naval frigate dominates the coastline, armed soldiers guard the main sites and some 5,000 extra police officers have been deployed to the area. Authorities have even hired a cruise ship with a capacity of 3,000, moored offshore, to accommodate some of the extra officers. A main road is closed for the whole week, and local train lines and bus services have been shut down. A 3-meter (10-foot) tall metal fence nicknamed the “ring of steel” has been erected around Treganna Castle in Carbis Bay, where world leaders will stay. Security is also tight in the nearby town of Falmouth, the main base for international media covering the summit.
World leaders are in England, but beautiful British beaches have stolen the show (Washington Post) When President Biden shared a photo to Twitter on Thursday of him standing alongside British Prime Minister Boris Johnson and gazing out onto an unspoiled, sandy white beach from the Group of Seven summit in Cornwall, England, the post was supposed to be a tribute to the “special relationship” between the United Kingdom and the United States. But to many, it was the image of the picturesque coast that stood out. It looked somewhat suspicious. Too good to be true. Others questioned the authenticity of the scene, wondering whether it was photoshopped. Although it is true that some of Britain’s beaches have a reputation for pebbles, angry seagulls that steal food from unsuspecting tourists and diapers that float in murky waters, the county of Cornwall boasts some of the country’s best seaside destinations—complete with calm, clear waters that are perfect for swimming in and long stretches of soft sand that attract families from around the world. Carbis Bay is one of several beaches that make up St. Ives Bay, which, according to the Cornwall tourist board, is considered by the “Most Beautiful Bays in the World” organization to be one of the world’s best. The bay is described as being “surrounded by sub-tropical plants and lapped by turquoise waters.”
Ransomware’s suspected Russian roots point to a long detente between the Kremlin and hackers (Washington Post) The ransomware hackers suspected of targeting Colonial Pipeline and other businesses around the world have a strict set of rules. First and foremost: Don’t target Russia or friendly states. It’s even hard-wired into the malware, including coding to prevent hacks on Moscow’s ally Syria, according to cybersecurity experts who have analyzed the malware’s digital fingerprints. They say the reasons appear clear. “In the West you say, ‘Don’t . . . where you eat,’ ” said Dmitry Smilyanets, a former Russia-based hacker who is now an intelligence analyst at Recorded Future, a cybersecurity company with offices in Washington and other cities around the world. “It’s a red line.” Targeting Russia could mean a knock on the door from state security agents, he said. But attacking Western enterprises is unlikely to trigger a crackdown. The relationship between the Russian government and ransomware criminals allegedly operating from within the country is expected to be a point of tension between President Biden and Russia’s Vladimir Putin at their planned summit in Geneva on Wednesday. The United States has accused Russia of acting as a haven for hackers by tolerating their activities—as long as they are directed outside the country.
Pandemic relapse spells trouble for India’s middle class (AP) India’s economy was on the cusp of recovery from the first pandemic shock when a new wave of infections swept the country, infecting millions, killing hundreds of thousands and forcing many people to stay home. Cases are now tapering off, but prospects for many Indians are drastically worse as salaried jobs vanish, incomes shrink and inequality is rising. Decades of progress in alleviating poverty are imperiled, experts say, and getting growth back on track hinges on the fate of the country’s sprawling middle class. It’s a powerful and diverse group ranging from salaried employees to small business owners: many millions of people struggling to hold onto their hard-earned gains. Long overlooked, Israel’s Arab citizens are increasingly asserting their Palestinian identity (Washington Post) Growing up in an Arab village in northern Israel in the 1990s, Mahmoud Abo Arisheh was sure of at least two things: He was Israeli, and he was not allowed to talk politics. “Be careful, or the Shin Bet will get you,” his parents told him, referring to Israel’s domestic security service. Decades later, much has changed: Abo Arisheh is a lawyer, a poet and a theater director in Jaffa. He attends protests and talks politics freely—in Arabic, Hebrew and English. Nigerian police fire tear gas to break up protests over rising insecurity (Reuters) Police fired tear gas and detained several demonstrators in the Nigerian cities of Lagos and Abuja on Saturday during protests over the country’s worsening security situation, Reuters witnesses said. Anger over mass kidnappings-for-ransom, a decade-long Islamist insurgency and a crackdown on protesters in Lagos last October has fueled demands for the government of President Muhammadu Buhari to do more to tackle violence and insecurity. Reuters witnesses in Lagos and Abuja saw police shooting their guns into the air and firing tear gas into the crowds to disperse the demonstrators, who held placards and chanted “Buhari must go”. Officers were also seen smashing mobile phones confiscated from protesters, who also denounced the country’s 33.3% unemployment rate.

Time and time again during this year’s pandemic, movie studios have had to make the best of a bad situation. HBO Max’s list of new releases for December 2020 comes along with the most extreme example yet.
WarnerMedia undoubtedly had big plans for Wonder Woman 1984 when it scheduled it for a holiday release last year. After moving it to the summer, however, the conglomerate had to delay its theatrical release time and time again. Now HBO Max is the lucky winner of the saga, as it gets to premiere the long-awaited sequel on its servers on Dec. 25.
While Wonder Woman 1984 is definitely the headline this month, there are some other intriguing streaming options for HBO Max in December. The month plays host to a whole host of high-powered documentaries like Heaven’s Gate: The Cult of Cults (Dec. 3), Alabama Snake (Dec. 9), and the Tiger Woods documentary Tiger (Dec. 15).
There isn’t much going on on the TV side of things. His Dark Materials is set to run its season 2 finale on Dec. 28. But at that point, everyone will likely be on their fourth Wonder Woman rewatch.

Backstory
Cassie, daughter of Henry and Judith Dalton, was born into a struggling ranching family who lived outside of Armadillo, New Austin. Cassie spent the majority of her childhood chasing after her father, helping him tend to the horses and cattle and often assisted her parents on taking what little supplies they had harvested to surrounding ranches and towns. 
One evening on their way home from delivering supplies in Blackwater, Cassie and her parents were ambushed by a notorious gang. After seeing there were no supplies and growing tired of hearing their pleading voices, Henry and Judith lost their lives. The commotion caught the attention of a rival gang who came to Cassie’s rescue. With no family to live with, the gang that saved her life took her under their wing.
Throughout her teen and young adult years, Cassie was taught various “life skills” such as how to successfully pickpocket, rob a store, gather herbs, track and hunt wildlife. Cassie spent most of her time scouting on horseback with her close friend Mae, a fellow gang member, looking for new camp locations. Cassie and Mae became very close and considered one another sisters.
When Cassie was 18, she began to accompany Mae and the men of the gang in larger robberies such as bank and train jobs. On a warm, sunny summer day, the gang made their way to the Lemoyne National Bank and proceeded to rob it. After breaking the code and bagging hundreds of dollars, Cassie exited the bank only to witness Mae being brutally beaten and shot to death in the street. Barely escaping with her own life, Cassie lived in the swamps for several days before tracking down her gang. Destroyed from the grief of watching her sister die in front of her, Cassie took her share of the money, saddled up her horse Mordecai, and left a life of wrongdoing behind. She couldn’t bear to watch another friend die. 
Cassie’s freedom, however, did not last long. While shopping in Rhodes, she was wrongly accused of murder. Because of her rough appearance, the police believed her accusers and she was arrested. She spent many months tethered to a ball and chain at Sisika Penitentiary before being freed by Mr. Horley and Jessica LeClerk. In exchange for being released, Cassie promised Ms. LeClerk that she would help her seek revenge not only on those who killed her husband and put her in jail, but on those who killed her parents and her sister, Mae.
Cassie not only seeks personal revenge, she does what she can to help those who are struggling or are in danger. When she’s not assisting others, Cassie spends her time hunting, fishing and picking herbs. She also helps run a Moonshine business, collects valuable items and occasionally partakes in bounty hunting. She loves to explore rugged trails with her horses, which she considers her closest friends, and does her best to avoid Saint Denis, for its brick streets bring back far too many memories.

‪Alright. I’ve made up my mind. I’m going to switch up my career slightly so I get to earn some money for once lol. My big brother suggested I go into tech and coding as I could do a three month ‘boot camp’ to learn the necessary skills and get a job hopefully soon after.‬
‪At first I was a bit hesitant as the more technical side of coding scares the crap out of me and I worried I wouldn’t be interested in the bulk of it. But then I did a lot of research and discovered there’s a branch of tech that really interests me - UX/UI/Product Design -‬
‪In this field I could use my creativity to a certain extent (both art and writing) and not hate going into work every day. So I’ve signed up for a boot camp focused on UX//UI Design and will be hard at work at it over this Spring/Summer. ‬
‪After that I’ll work my ass off getting a job in the field in a warm, cheap city (not in expensive Cali as I once pondered) like Vegas or Austin. I’m ready to move on and start the next chapter of my life.‬

NINA GARCIA RETURNS ALONG WITH NEW JUDGES BRANDON MAXWELL AND ELAINE WELTEROTH
New York, NY – October 10, 2018 - Bravo Media’s “Project Runway” has tapped supermodel and entrepreneur Karlie Kloss as the host along with former “Project Runway” champion and celebrated CFDA fashion designer Christian Siriano as the mentor for the newly rebooted Emmy Award-winning franchise. Kloss will also serve as executive producer. In addition, ELLE Editor-in-Chief Nina Garcia returns to the series, joined by famed fashion designer Brandon Maxwell and journalist and former Teen Vogue Editor-in-Chief Elaine Welteroth as judges. The announcement was made today by Shari Levine, Executive Vice President, Current Production, Bravo. The series is currently in pre-production and will premiere in 2019.
“As someone who grew up watching ‘Project Runway,’ I could not be more excited to host and produce a series that provides a platform to aspiring American designers as they pursue their creative and entrepreneurial dreams,” said Kloss, “I am equally as thrilled to work alongside an incredibly talented group of fashion innovators — Brandon Maxwell, Elaine Welteroth, Nina Garcia and Christian Siriano — to inspire, support and help guide these designers as they realize their visions and build everlasting brands and businesses.”

Bravo launched “Project Runway” in 2004 where it continued airing through 2008. Magical Elves created and produced the first five seasons of the competition series for the network, and have returned along with Lantern Entertainment to produce the series once again. Dan Cutforth and Jane Lipsitz serve as executive producers for Magical Elves and Andy Mitchell and Milos Brajovic serve as executive producers for Lantern Entertainment. Karlie Kloss is an American supermodel and entrepreneur. Originally from St. Louis, Karlie has shot campaigns and walked for top designers including Marc Jacobs, Oscar de la Renta, Alexander McQueen, Brandon Maxwell and Versace. She is also the face of numerous international campaigns for brands that include Estee Lauder, adidas, Carolina Herrera and Express. Christian Siriano, following his studies in London, Christian Siriano launched his namesake label and first Spring and Fall collection in 2008. The collections are shown each season at New York Fashion Week, and presented in New York and Paris to retailers. Dubbed "the new king of old-school glamour" by Elle and "the next billion-dollar designer" by Yahoo! Style, his designs have appeared on the world's biggest stars and most prestigious red carpets. He has dressed the likes of Angelina Jolie, Julianne Moore, Amy Adams, Janet Jackson, Jennifer Lopez, Oprah Winfrey as well as the First Lady Michelle Obama. In April 2018, Siriano was named among Time’s 100 Most Influential People in the World for being an advocate for body inclusivity and runway diversity in the fashion industry. Nina Garcia is the editor-in-chief of ELLE and has been a judge on “Project Runway” since it launched in 2004. Beyond her notable work in over twenty years within magazines, she also entertains an adoring global fan-base and an active following, making her an elite authority on fashion. As such, she serves as a style expert on programs including Today, Good Morning America, The View, CNN and more, and has been a celebrity red carpet correspondent for programs like ABC’s Oscar telecast. She’s written four New York Times bestselling books on style and has received numerous accolades including the Fashion Group International’s prestigious Oracle Award, the Hispanic Federation’s Individual Achievement Award, the Oliver Scholars’ Program Champion of Educational Excellence Award and The Daily’s Magazine of the Year Award.
Brandon Maxwell launched his eponymous luxury women’s ready-to-wear label in New York in 2015. Why Is Launch Right For You?
At Launch, students work at their own pace using a revolutionary flipped-learning model. Instead of lectures, students work on projects collaboratively with their peers while on-site teachers ensure that students are truly comprehending key concepts. Our curriculum is aligned with standards identified by the Computer Science Teachers Association, designed to prepare students to excel in both their college and professional lives.
Summer should be a time of exploration and growth for students. Launch provides structure and guidance in a fun yet challenging collaborative environment.
Our mentors will make computer science engaging and accessible to students. The flipped-learning model enables advanced students to learn at their own pace. They can complete the exercises and practices required to understand the concepts and skills quickly and thrive using new knowledge and creativity in creating their own programs. Our coding summer camp Austin are designed to open students’ eyes to a set of skills and knowledge that can start them on a path to becoming the innovators of tomorrow.
Currently, there is a lack of quality technology and coding education in schools. As a result of there being few qualified teachers, what is currently being taught does not give students a thorough understanding of computer science and programming. With years of experience in the tech industry, we know what skills companies are looking for and have designed a curriculum that fills the gap.

A younger student will learn about systems and object-oriented programming through videos, interactive lessons, and boilerplate activities where students modify and discover the features of a programming language.

Topics include variables, objects, data types, void and return methods, as well as the tools and practices software developers use to solve problems. Students who stick with us over the long term will learn the skills to use back-end APIs to communicate with servers and create a full-stack application.
